The Responsible Pharmacist Regulations have come about as a result of the Department of Health's plans to improve the access to pharmacy services to,
  • Boost the public's health 
  • Tackle health inequalities
  • Better care for people with long term care conditions
  • Provision of professional advice to the public

These requirements look to support the new changes above and public safety in regard to the dispensing and sale of medicines.  The existing idea of personal control is generally thought to be a barrier to the provision of new clinical pharmacy services.  These regulations are looking to facilitate the necessary arrangements to allow greater flexibility so that pharmacists can enhance their role in or outside of the pharmacy.

In 2009, the regulations came into force, these requirements covered four key areas,

1. Displaying a notice
2. Pharmacy records
3. Pharmacy procedures
4. Absence from the pharmacy
